Abstract

This paper is concerned with the Brazilian foreign relations through its participation at the Three United Nations Conferences about Environment. In Stockholm, with the unrestricted defense of development and the argument that the greatest type of pollution is poverty. At Rio de Janeiro, where there was a major social participation because of the country’s political redemocratization process. And finally, in Johannesburg, where Brazil reaches a consolidates a position as a defender of sustainable development and tries to enlarge its influence on the international scene as a “green power”. To understand the country’s position on environmental questions it is necessary to know the path of its development, because at the moment when the first concern about this topic emerges at the central countries, Brazil is a Third World country trying to grow through import substitution. Furthermore, Brazil’s position must be understood within the context of world’s increasing understanding of the need to conserve resources.
